Reduces the decision timeline for healthcare insurers to approve or deny physician participation applications from 90 to 60 calendar days from submission of a completed application.

Requires healthcare insurers to provide written acknowledgement of application receipt within 10 days and notify applicants of incomplete applications within 15 days, with incomplete applications deemed complete if notice is not sent within the timeframe.

Establishes that physicians already credentialed but changing employment, location, or joining new groups only need to submit additional information necessary for the change, not a new full application.

Imposes a fine of $1,000 per day for each day exceeding the 60-day deadline for physician participation decisions.

Allows written notices to providers to be delivered electronically if the provider supplies an electronic mailing address to the insurer.
