Amends Arkansas Code § 23-3-201 to regulate certificates of public convenience and necessity for new public service construction or equipment operation by the Arkansas Public Service Commission

Exempts replacement or expansion of existing equipment or facilities with similar equipment in substantially the same location, or rebuilding/upgrading/modernizing if no increase in right-of-way width is required

Exempts construction or operation of equipment that began under a limited or conditional certificate as provided in §§ 23-3-203 — 23-3-205

Exempts extension of public service within municipalities, districts where service is already supplied, within territory then being served, or necessary in the ordinary course

Extends exemptions granted to member cooperatives of generation and transmission cooperatives to the generation and transmission cooperative itself
