Adds a new definition of "depository" as a distribution facility physically located in Arkansas with at least 10,000 square feet of storage capacity for consignment inventory.

Reorganizes the definition of "instructional materials" to include traditional books and textbooks in printed form, activity-oriented programs with manipulatives and calculators, and technology-based materials requiring electronic equipment.

Requires all publishers doing business in Arkansas to maintain one or more book depositories at the publisher's own expense, with an exception for publishers that do not have a facility meeting the 10,000 square foot requirement.
