Creates the Arkansas Stroke Center Designation Act to establish a coordinated system of stroke care throughout Arkansas, with goals of improving outcomes and reducing stroke mortality and deaths.

Authorizes the Department of Health to designate hospitals as comprehensive stroke centers, primary stroke centers, or acute stroke-ready hospitals upon application if they are certified by the American Heart Association, American Stroke Association, The Joint Commission, or other nationally recognized certifying bodies.

Requires the Department of Health to prepare and post annually by July 1 a list of all designated stroke centers on its website.

Directs the Department of Health to establish prehospital care guidelines in coordination with emergency medical services providers for assessment, treatment, and transport of stroke patients to appropriate designated centers within specified timeframes.

Clarifies that the act does not establish medical practice standards or restrict hospitals from providing services they are licensed to provide, and requires individual patient treatment based on each patient's needs and circumstances.
