Creates the "Arkansas Provider-Patient Relationship Protection Act of 2015" to increase transparency and reduce conflicts of interest in healthcare by prohibiting gifts to healthcare providers from pharmaceutical, biomedical, and medical device manufacturers or distributors.

Defines "allowable expenditures" that are exempt from the gift prohibition, including professional drug samples, items under $25 annually, educational conference payments, reasonable honoraria, genuine research compensation, modest meals for educational purposes, royalties, and employee salaries.

Requires pharmaceutical, biomedical, and medical device manufacturers to disclose annually to the Arkansas Attorney General by April 1 their product marketing costs and details of all allowable expenditures to healthcare providers in the preceding calendar year.

Mandates healthcare providers annually disclose in writing to patients their compensation from allowable expenditures, affiliations with payers, participation in accountable care organizations, ownership interests in healthcare businesses, consulting services, adverse licensure actions, and any healthcare fraud-related civil or criminal convictions.

Requires healthcare providers to disclose the goals and optimal clinical outcomes of clinical trials to patients before they agree to participate.
