Requires professional development opportunities for administrators, teachers, and faculty who foster career and technical education programs, including design, implementation, and maintenance.

Directs the Department of Career Education to collaborate with the Department of Education and Department of Higher Education to establish a common course numbering system for career and technical education courses at secondary and postsecondary levels.

Requires comprehensive guidance counseling and academic advisory systems developed by the Department of Career Education in collaboration with other education departments to enable students to make informed decisions about which program of study to pursue.
