Amends Arkansas Code § 25-42-105(c)(6) to allow the Office of Health Information Technology to transfer operational responsibility of the State Health Alliance for Records Exchange to either an existing or newly formed nonprofit corporation.

Modifies Arkansas Code § 25-42-106(i) to specify that health information in the State Health Alliance for Records Exchange is not disclosable under state or federal law except to healthcare providers or other authorized persons/entities as defined by policies and rules.

Changes the language from requiring formation of "a nonprofit corporation" to allowing transfer to "an existing nonprofit corporation or a newly formed nonprofit corporation" for operating the State Health Alliance for Records Exchange.
