SCR 1 Summary

• Adopts joint rules governing procedures for the Arkansas Senate and House of Representatives during the 90th General Assembly.

• Establishes bill preparation requirements including use of automated bill preparation system, proper formatting with strikethrough for deletions and underlines for additions, and identification of original copies.

• Sets deadlines for bill introduction: appropriation bills by day 50 and other bills by day 55 of regular sessions (with 2/3 approval to extend); health care licensure bills by day 15; constitutional amendments by day 31.

• Requires bills contain only one subject, have at least one sponsor from originating chamber, be enrolled within 3 days of passage, and be signed by Speaker and Senate President before submission to Governor.

• Restricts interim committee meetings beginning January 1 prior to legislative sessions without approval from Speaker and President Pro Tempore, and prohibits scheduling conflicts with regularly scheduled pre-session budget hearings.
