Proposes a constitutional amendment to limit punitive damages in civil cases, subject to voter approval at the next general election.

Caps punitive damages at five (5) times the compensatory damages award against a defendant, but not to exceed one million dollars ($1,000,000).

Defines compensatory damages as the sum awarded to compensate for proven injury or loss, including both economic and noneconomic damages.

Allows unlimited punitive damages if a limitation exists on noneconomic damages that may be awarded in the civil case.

Establishes the ballot title as "An Amendment to the Arkansas Constitution Limiting the Amount of Punitive Damages That May Be Awarded in Civil Cases."
