Proposes a constitutional amendment to exempt boards and commissions managing state-supported institutions of higher education from Amendment 33, Section 2 restrictions.

Adds subsection (b) to Amendment 33, Section 2, stating that restrictions on abolishing or transferring powers of boards or commissions do not apply to higher education institution boards.

Requires submission of the proposed amendment to Arkansas voters at the next general election, with approval by majority vote needed for adoption.

Specifies the ballot title and popular name as "A Constitutional Amendment Providing that Arkansas Constitution, Amendment 33, Section 2, Does Not Apply to a Board or Commission Charged with the Management or Control of a State-Supported Institution of Higher Education."
