AR SJR5

Increases the term length for circuit clerks, county clerks, county judges, county sheriffs, county assessors, county coroners, county treasurers, and county surveyors from two (2) years to four (4) years.

Adds collectors of taxes to the list of county officials whose terms are extended to four (4) years if a county has created a separate collector position.

Prohibits persons elected or appointed to specified county offices (county judge, justice of the peace, sheriff, circuit clerk, county clerk, assessor, coroner, treasurer, county surveyor, and collector of taxes) from being appointed or elected to any other civil office under the state during their elected term.

Implements the amendment effective January 1, 2017, with a transition period where officials elected in 2016 serve two-year terms and those elected in 2018 serve four-year terms.

Requires voter approval at the next general election for representatives and senators for the amendment to become part of the Arkansas Constitution.
