Changes the General Assembly meeting schedule from annually to biennially (every two years) beginning in odd-numbered years.

Repeals the fiscal session held in even-numbered years, eliminating the separate February session that previously considered only appropriation bills.

Reduces the regular session duration limit from 75 calendar days to 60 calendar days, with extensions requiring a two-thirds vote instead of a three-fourths vote.

Changes appropriation authority from one-fiscal-year terms to two-year terms, effective after December 31, 2016.

Becomes effective January 1, 2017, pending voter approval at the next general election.
