Opposes the Plains & Eastern Clean Line transmission project proposed by Clean Line Energy Partners, LLC, which would construct a transmission line through multiple states including Arkansas.

Expresses concerns about the project's route through the Mississippi Flyway, an important waterfowl migration area that provides economic benefits to Arkansas through duck hunting and related industries.

Identifies negative impacts on 12 Arkansas counties (Crawford, Franklin, Johnson, Pope, Conway, Van Buren, Faulkner, Cleburne, White, Jackson, Poinsett, and Mississippi) including potential harm to waterfowl, agriculture, and property values, and requires landowners to grant easements.

Supports the federal APPROVAL Act introduced by U.S. Senators John Boozman and Tom Cotton to restore state authority to approve transmission projects before the federal government exercises eminent domain powers.

Directs the Secretary of the Senate to provide copies of this resolution to the U.S. Department of Energy, Arkansas Public Service Commission, Arkansas congressional delegation, the Governor, and the President.
