Recognizes Mothers of Omphaloceles (MOO), an international support group of over 1,400 parents, for advocating for their children and raising awareness that omphaloceles are treatable conditions.

Designates January 31 as International Omphalocele Awareness Day, celebrated annually as part of Birth Defects Prevention Month.

Defines omphalocele as a birth defect occurring early in pregnancy where the abdominal wall fails to close properly and abdominal organs protrude through the umbilical cord.

Notes that small omphaloceles occur in approximately 1 of every 5,000 pregnancies and large or giant omphaloceles occur in approximately 1 of every 10,000 pregnancies.

Acknowledges that despite challenges, many babies born with omphaloceles survive and go on to live healthy lives.
