Moves the fiscal session meeting date from the second Monday in February to Wednesday in April of each even-numbered year at 12:00 noon.

Changes the bill prefiling deadline from the second Monday of January to the second Monday of March of each fiscal session year.

Shifts the deadline for House and Senate Education Committees to submit findings and amendments to the adequacy evaluation report from November 1 to March 1 of the calendar year before a fiscal session begins.

Changes the revenue forecast submission deadline from December 1 to February 1 of the year preceding a fiscal session.

Makes all changes temporary and effective only through December 31, 2016, after which suspended laws return to full force and effect.
