Amends Arkansas Code § 14-55-303(b) to correct the ballot language format for referred measures, ordinances, and amendments by specifying the exact wording to appear on ballots.

Amends Arkansas Code § 20-76-702 to establish definitions for terms used in drug testing and welfare provisions, including "caretaker relative," "chain of custody," "confirmation test," "drug," "drug testing agency," "drug treatment program," "five-panel drug test," "protective payee," and "specimen."

Defines "caretaker relative" as parents, stepparents, grandparents, siblings, aunts, uncles, first cousins, nephews, nieces, or relatives by adoption living with a minor child.

Defines "drug" as marijuana, cocaine, methamphetamine, amphetamine, and opiates including morphine, with authority for the Director of the Department of Workforce Services to add additional drugs by rule.

Declares an emergency and makes the act effective on July 22, 2015, citing the need to correct inadvertent engrossment errors from the 2015 regular session.
