Reappropriates remaining balances from prior-year capital improvement appropriations for the State Military Department, effective July 1, 2016, totaling approximately $53.2 million across General Improvement Funds, Federal Funds, and the Armory Construction Fund.

General Improvement Fund reappropriations include $188,629 for armory construction and maintenance at Warren, Mountain Home, West Memphis and Camp Robinson; $10 million for a Youth Program Facility; and $1.85 million for the Camp Robinson Readiness Center.

Federal Fund reappropriations include $5.56 million for Camp Robinson Readiness Center construction, $5.19 million for Fort Chaffee Live Fire/Entry Control Point, $7.41 million for Searcy Field Maintenance Shop, and $2.85 million for Professional Education Center Dining Facility.

Requires all contract awards and obligations to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless otherwise authorized.

Declares an emergency effective date of July 1, 2016, citing constitutional restrictions on multi-year appropriations and the necessity for immediate agency operations.
