Reappropriates up to $1,000,000 from Act 177 of 2015 to Riverside Vocational Technical School, effective July 1, 2016, for capital improvements including construction, renovation, major maintenance, and equipment purchases.

Funds must come from the General Improvement Fund or its successor and cannot exceed State Treasury funds actually available.

Allows the school to supplement state appropriations with grants, donations, federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control regulations.

Declares an emergency effective July 1, 2016, citing constitutional restrictions on multi-year appropriations and the necessity for immediate agency operations.
