Reappropriates capital improvement appropriation balances to the Department of Education and its divisions, effective July 1, 2016, from various 2015 acts totaling approximately $99.8 million.

Department of Education general improvement appropriations include $28,383 for school recognition awards, $5 million for computer science initiatives, $10 million for the Arkansas School Recognition Program, $3 million for Teach for America, and $1 million for the Arkansas Academic Roadmap, among other education programs.

Division of Public School Academic Facilities and Transportation receives $40 million for the Educational Facilities Partnership Fund and $5 million for open-enrollment public charter school facilities funding.

Educational Television Division receives $4.69 million for broadcast infrastructure maintenance, $260,000 for World War II veterans archiving, and $519,068 for various construction and facility projects.

Arkansas School for the Blind receives $2.1 million and Arkansas School for the Deaf receives $5.4 million for maintenance, renovation, construction, and facility improvements, with all appropriations subject to state fiscal control laws and emergency clause making the act effective July 1, 2016.
