Reappropriates the balance of capital improvement appropriations from Act 184 of 2015 to the Capitol Zoning District Commission, effective July 1, 2016.

Appropriates up to $15,000 from the General Improvement Fund for the purchase and delivery of an EZGO 2Five Low Speed Vehicle for property inspections in the Capitol Zoning District.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, or unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2016, citing the constitutional one-year appropriation limit and essential agency operations.
