Reappropriates $2,000,000 from Act 211 of 2015 for the Arkansas Commission on Law Enforcement Standards and Training for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities department-wide, effective July 1, 2016.

Reappropriates $25,000 from Act 211 of 2015 for purchase of physical fitness equipment, effective July 1, 2016.

Prohibits agencies from awarding contracts or incurring obligations in excess of State Treasury funds actually available, but permits use of grants, donations, Federal funds, and unobligated cash income to supplement State funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2016 to preserve essential governmental programs and operations of the agency.
