Establishes 77 maximum regular employees for the Department of Correction for fiscal year 2016-2017 across various positions ranging from Deputy Warden to Administrative Specialist.

Reappropriates $6.97 million for Ester Unit personal services and operating expenses, $1.29 million for Female Work Release in Pine Bluff, and $534,853 for Tucker Unit operating expenses.

Reappropriates $10 million for general facility maintenance, replacement, repair, and construction; $13 million for lease payments on institutional debt service; and $2 million for camera security system upgrades across correctional facilities.

Reappropriates $2.8 million for dairy facility renovation and equipment replacement, $625,000 for microwave fence system upgrades, and $4.38 million for county jail reimbursement from the General Improvement Fund.

Reappropriates $108,950 from the Prison Industry Fund and $140,535 from the Farm Fund for maintenance and upgrades to various industry and farm projects; establishes July 1, 2016 effective date as emergency measure.
