Reappropriates balance funds from prior appropriations to the Arkansas Natural Resources Commission effective July 1, 2016, totaling approximately $120.5 million from the General Improvement Fund and Red River Waterways Project Trust Fund.

Allocates funds for Illinois River Conservation Reserve Improvement Program ($1,475,752), Water Development Fund ($4,000,000), Water/Sewer/Solid Waste Fund ($4,000,000), Water Resources Cost Share Revolving Fund ($100,000,000), Drinking Water State Revolving Fund ($5,000,000), and Construction Assistance Revolving Loan Fund ($5,000,000).

Provides $500,000 to Ouachita River Waterway Trust Fund for river recreation projects and $1,000,000 to Red River Waterways Project Trust Fund for project costs.

Restricts contract awards and obligations to available State Treasury funds, permits use of grants, donations, and federal funds to supplement appropriations, and prohibits use of maintenance and operations funds for these purposes.

Declares an emergency effective July 1, 2016 to ensure continuous agency operations and prevent harm to essential governmental programs.
