Establishes 4 regular full-time positions for the Martin Luther King, Jr. Commission for fiscal year 2016-2017: Executive Director (Grade C124), Business Operations Specialist (Grade C116), Administrative Specialist III (Grade C112), and Administrative Specialist II (Grade C109)

Appropriates $261,764 from the Miscellaneous Agencies Fund Account for regular salaries ($149,277), personal services matching ($53,703), and maintenance and general operations ($58,484 for operating expenses, $300 for conference and travel)

Authorizes up to 4 part-time or temporary employees ("Extra Help") for the commission when needed at rates complying with the Uniform Classification and Compensation Act

Appropriates $91,050 from cash funds in the State Treasury for extra help ($15,900), personal services matching ($1,226), and maintenance and general operations ($67,924 for operating expenses, $2,000 for conference and travel, $4,000 for professional fees)

Becomes effective July 1, 2016 and is declared an emergency measure necessary for continuous agency operations; all disbursements must comply with state fiscal control laws and procurement regulations
