Appropriates $1,565,637 from the Miscellaneous Agencies Fund Account for the Department of Finance and Administration - Division of Racing for fiscal year 2016-2017, including regular salaries ($662,850), extra help ($310,000), and operating expenses.

Authorizes a maximum of 14 regular full-time employees across various positions including dog racing veterinarian, racing commission manager, horse racing supervisor, and veterinarian assistants.

Appropriates an additional $241,000 from a cash fund deposited in the State Treasury for operating expenses, conference and travel costs, and refunds/reimbursements.

Authorizes up to 31 temporary or part-time "Extra Help" employees statewide, with 9 for dog racing and 22 for horse racing, allowing workers to exceed 1,000 hours per year.

Establishes that the Director of the Department of Finance and Administration shall set a maximum number of racing passes to be printed and issued annually, with a minimum equal to the number printed in 1990.
