Establishes a maximum of 840 regular employees for the Department of Finance and Administration - Office of Child Support Enforcement for fiscal year 2016-2017, with positions ranging from DFA OCSE Administrator (Grade N909) to DFA Technician (Grade C108).

Authorizes up to 15 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act, with a requirement to report to Legislative Council if employment exceeds 7 months.

Appropriates $65,380,578 from the Child Support Enforcement Fund for fiscal year 2016-2017, including $27,745,627 for regular salaries, $10,500,814 for personal services matching, $14,535,654 for operating expenses, and $11,848,483 for data processing and equipment.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws of Arkansas in the disbursement of appropriated funds.

Declares an emergency effective July 1, 2016, citing the constitutional requirement that appropriations may only cover one-year periods and that delayed effectiveness would harm essential governmental programs.
