Appropriates $9,955,274 to the Arkansas Public Service Commission - Utilities Division for fiscal year 2016-2017, including $5,584,248 for regular salaries of 89 maximum employees and $1,709,757 for personal services matching.

Appropriates $1,736,361 to the Tax Division for fiscal year 2016-2017, including $733,632 for regular salaries of 15 maximum employees and $244,519 for personal services matching.

Appropriates $942,610 to the Pipeline Safety Program for fiscal year 2016-2017, including $599,043 for regular salaries of 10 maximum employees.

Appropriates $1,000,000 contingency funding to the Public Service Commission Fund, with authorization for the Director or Chairman to request Governor and Chief Fiscal Officer approval for transfers to other divisions if unforeseen conditions require additional appropriations.

Authorizes up to 6 temporary or part-time employees for the Utilities Division and 5 for the Tax Division at rates not exceeding those provided in the Uniform Classification and Compensation Act, effective July 1, 2016 through June 30, 2017.
