Establishes 161 regular employees for Arkansas School for the Deaf for fiscal year 2016-2017, including 1 superintendent at $98,059, 2 school principals, 35 certified masters teachers, and various support staff across multiple classifications.

Appropriates $10,887,230 from the School for the Deaf Fund Account for state operations, including $5,947,684 for regular salaries, $2,169,938 for personal services matching, and funding for maintenance, conferences, professional fees, and capital outlay.

Appropriates $730,091 from federal funds and $442,136 from cash funds for federal and cash operations covering salaries, operating expenses, conferences, and professional fees.

Authorizes 55 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Permits summer school compensation up to 1/12 of annual salary per month and special allowances up to $3,500 per school term for employees performing additional duties such as teaching adult education, coaching sports, or providing interpretive services.
