Appropriates $28,593,514 for Department of Health - Trauma System payable from Public Health Fund

Authorizes additional appropriations for health building grants ($1,950,000), nuclear planning grants ($375,000), rural health facilities ($65,500), emergency medical services ($69,728), and WIC food instruments ($75,813,059)

Includes special provisions for home health services fund transfers, nursing education stipends ($5,000 per person), breast cancer program funding (minimum $4,755,000), and restrictions on health insurance marketplace promotion activities
