Authorizes 950 temporary or part-time "Extra Help" employees at rates not exceeding the Uniform Classification and Compensation Act

Appropriates $23,166,099 from Henderson State University Fund for regular salaries ($16,746,771), extra help ($310,000), personal services matching ($2,868,041), operations ($2,505,235), and capital outlay ($617,814)

Appropriates $132,863,500 from cash funds for regular salaries ($19,570,000), extra help ($3,296,000), operations ($30,900,000), capital improvements ($50,000,000), and debt service ($9,270,000)

Requires College of The Ouachitas to limit Clark County offerings to non-academic technical courses not offered at Henderson State University and gives Henderson State University first right of refusal for technical training requested by business and industry
