Appropriates $99,854,074 from the State Central Services Fund for the Department of Finance and Administration - Revenue Services Division for personal services and operating expenses for fiscal year 2016-2017.

Establishes maximum of 1,501 regular employees across 49 job classifications, ranging from assistant commissioners to technicians, with salaries governed by the Uniform Classification and Compensation Act.

Authorizes 221 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates separate funds for specialized programs including $2,777,370 for Commercial Driver License Program and $680,000,000 for individual income tax and property tax rebates.

Appropriates additional funds for gasoline tax refunds ($1,500,000), interstate motor fuel tax refunds ($20,000,000), miscellaneous tax refunds ($260,000,000), motor vehicle special license plates ($4,000,000), and revenue miscellaneous cash ($5,000,000).
