Establishes a maximum of 2 regular employees for the Arkansas Veterans' Child Welfare Service Office for fiscal year 2016-2017: one Veterans Child Welfare Director at $46,762 annually and one Business Operations Specialist at Grade C116

Appropriates $161,519 from the Miscellaneous Agencies Fund Account for the office's operations, including $84,631 for regular salaries, $29,096 for personal services matching, $3,432 for operating expenses, and $44,360 for grants and aid to minor children

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, and other applicable fiscal control laws and Department of Finance and Administration regulations

Declares an emergency clause making the act effective July 1, 2016 to ensure uninterrupted agency operations, with the act remaining in full force and effect thereafter
