Appropriates $63,461,259 for the Department of Career Education - Arkansas Rehabilitation Services Operations for fiscal year 2016-2017, including $19,729,585 for regular salaries and $20,941,993 for contract services.

Authorizes a maximum of 537 regular full-time employees and 19 part-time or temporary employees across various rehabilitation and support positions.

Appropriates an additional $298,690 for the Increasing Capabilities Access Network - Federal program and $530,019 for the Statewide Disability Telecommunication Equipment Program.

Establishes a Forgiveness of Student Loan Program for eligible rehabilitation counselors with payments up to $2,000 per year or $10,000 per employee, funded from an $80,000 annual allocation.

Authorizes $1,580,000 for the Technology Equipment Revolving Loan Program to provide loans to individuals with disabilities for assistive technology and adaptive equipment.
