Establishes 104 maximum regular employees for the Arkansas Department of Emergency Management for fiscal year 2016-2017, with the ADEM Director earning $97,354 annually and other positions assigned grade-based compensation.

Authorizes 28 part-time or temporary "Extra Help" employees when needed, paid according to the Uniform Classification and Compensation Act rates.

Appropriates $3,950,441 for State Operations from the Miscellaneous Agencies Fund Account, including $2,460,227 for regular salaries and $898,183 for personal services matching.

Appropriates $34,533,600 for Federal Operations, $103,953,272 for Disaster Relief Grants, $619,329 for Hazardous Materials operations, and $3,000,000 for Arkansas 911 Rural Enhancement Program from various federal and state funds.

Provides additional appropriations for Disaster Relief Trust ($445,000), Radiological Emergency Response Grants ($40,000), Homeland Security ($30,000), Emergency Operations Center ($241,972), and Federal Surplus Property Program ($2,253,534).
