Establishes maximum of 2,302 regular employees for University of Arkansas at Little Rock for fiscal year 2016-2017, with detailed salary schedules for administrative, classified, and academic positions.

Authorizes 1,300 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $76,004,418 from state operations fund ($63,716,886 for regular salaries and $12,287,532 for personal services matching).

Appropriates $371,200,000 from cash funds for regular salaries ($72,828,000), extra help ($12,000,000), operating expenses ($40,800,000), capital improvements ($123,264,000), debt service ($15,000,000), and other expenses.

Provides additional appropriations of $800,000 for William H. Bowen School of Law expenses and $2,000,000 for Nanotechnology Center expenses; authorizes special allowances up to $20,000 for athletic director and head coaches and $10,000 for assistant athletic directors and assistant coaches from auxiliary income.
