Appropriates $17,383,691 to the Department of Health - Tobacco Prevention and Cessation Programs for fiscal year ending June 30, 2017, including $1,931,705 for regular salaries, $50,000 for extra help, and $649,508 for personal services matching.

Establishes a maximum of 47 regular full-time employees for the program, including positions such as senior physician specialist, epidemiologist, registered nurses, and various health program specialists.

Authorizes up to 4 part-time or temporary employees as "Extra Help" at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Restricts appropriations from being transferred under Arkansas Code 19-4-522 except as provided by the act, and prohibits tobacco prevention advertising from featuring the names, voices, or likenesses of elected officials or their immediate families.

Authorizes transfer of $500,000 annually from the Prevention and Cessation Program Account to the Breast Cancer Control Fund to provide state matching funds for Medicaid breast and cervical cancer screening and treatment services.
