Appropriates $728,580 from the Motor Vehicle Commission Fund for fiscal year 2016-2017, including $286,426 for regular salaries, $98,457 for personal services matching, and $384,697 for operations and maintenance.

Allocates $150,000 for motor vehicle education and training grants during fiscal year 2016-2017.

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization laws, and regulations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2016, to ensure continuous agency operations as required by Arkansas Constitution prohibiting appropriations for more than one year.
