Establishes maximum of 12 regular employees for the Office of Health Information Technology for fiscal year 2016-2017, including positions such as Health Information Tech Director ($128,920), Managing Attorney, Systems Specialists, and Policy Development Coordinator.

Appropriates $6,072,244 from the Health Information Technology Fund for regular salaries ($732,720), personal services matching ($224,884), and state health information exchange operations ($5,114,640).

Appropriates $2,200,000 from the Miscellaneous Agencies Fund Account for personal services and operating expenses of the State Health Alliance for Records Exchange (SHARE) and the Office of Health Information Technology.

Appropriates $9,442,800 in federal funds for professional fees related to the State Health Alliance for Records Exchange Implementation Advance Planning Document Health Information Exchange for Primary Care Providers in the Patient Centered Medical Home Program.

Declares emergency clause effective July 1, 2016 to ensure immediate operation of the agency and essential governmental programs; approved May 9, 2016.
