Establishes a maximum of 62 regular employees for the Arkansas Development Finance Authority for fiscal year 2016-2017, with the executive director earning $143,188 annually and other positions assigned to salary grades C112 through N908.

Authorizes up to 5 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $30,317,750 in total funds payable from cash funds for personal services ($3,515,530 in regular salaries), operating expenses ($825,458), conferences and travel ($81,715), professional fees ($123,810), capital outlay ($23,000), and major programs including HUD HOME Program ($16,341,215), federal housing programs ($1,400,000), and housing rental assistance grants ($6,600,000).

Appropriates $45,718 for the Arkansas Housing Trust Fund Advisory Committee for personal services and operating expenses during fiscal year 2016-2017.

Requires HUD HOME Program disbursements to comply with the State of Arkansas Consolidated Plan and U.S. Department of Housing and Urban Development regulations, effective July 1, 2016 through June 30, 2017.
