Appropriates $48,045 to the Arkansas Board of Dispensing Opticians for the fiscal year ending June 30, 2017, paid from the Board of Dispensing Opticians' Fund.

Establishes one regular full-time position of Opticians' Board Secretary Treasurer at Grade C108 salary level.

Authorizes one part-time or temporary employee when needed at rates not exceeding those in the Uniform Classification and Compensation Act.

Allocates funds for regular salaries ($14,773), extra help ($1,200), personal services matching ($7,972), operating expenses ($17,900), professional fees ($6,000), and refunds/reimbursements ($200).

Becomes effective July 1, 2016 under emergency clause to ensure continuous agency operation.
