Appropriates $5,643,838 from the Tobacco Settlement Program Fund to Arkansas State University's Biosciences Institute for fiscal year 2016-2017, including $2,249,024 for regular salaries and $580,171 for personal services matching.

Establishes 53 maximum regular employees including 1 Executive Director ($198,109), 1 Director of Research & Tech Transfer ($185,725), 14 faculty members, 6 research associates, and various administrative and support staff.

Authorizes up to 50 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act, funded at $15,914.

Permits Arkansas State University to transfer appropriations between line items only with approval from the Department of Higher Education, Chief Fiscal Officer, and Legislative Council.

Contains provisions clarifying that positions funded by Tobacco Settlement proceeds are not guaranteed if settlement funds expire and that state funds will not replace tobacco funds unless separately appropriated and authorized by the Governor.
