Appropriates $326,547 to the Arkansas Board of Examiners in Counseling for fiscal year 2016-2017, including $123,256 for regular salaries, $20,488 for extra help, and $59,720 for personal services matching.

Establishes maximum of 3 regular employees: Executive Director of Counseling Board (Grade N901), Administrative Specialist III (Grade C112), and Fiscal Support Specialist (Grade C112).

Authorizes up to 2 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Requires the agency to request legal services from the Attorney General before employing private attorneys; the Attorney General may authorize private counsel only if insufficient personnel are available to provide requested legal services.

Effective July 1, 2016 with emergency clause designation to ensure continuity of agency operations; all disbursements must comply with state procurement, accounting, budgetary, and fiscal control laws.
