Establishes 1 full-time Auctioneer Board Secretary position (Grade C118) for the 2016-2017 fiscal year with maximum salary rate as defined in the Uniform Classification and Compensation Act.

Authorizes up to 1 temporary or part-time employee ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $211,606 in cash funds for the Auctioneers Licensing Board for fiscal year 2016-2017, including $56,687 for regular salaries, $15,780 for extra help, $18,334 for personal services matching, $52,117 for operating expenses, $4,500 for conferences and travel, $13,688 for professional fees, $500 for refunds/reimbursements, and $50,000 for claims.

Requires the agency to request legal services from the Arkansas Attorney General before employing private attorneys, with expenditure of appropriated funds only if the Attorney General certifies in writing that legal counsel is needed and consents to the agency's employment of outside legal counsel.

Declares an emergency effective July 1, 2016, as required by the Arkansas Constitution for annual appropriations to ensure uninterrupted operation of the agency.
