Establishes maximum of 6 regular employees for the Health Services Permit Agency in fiscal year 2016-2017, including a Director at $105,940 annually and positions in business operations, health program services, planning, and administration.

Appropriates $376,288 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $222,179 for regular salaries, $70,941 for personal services matching, and $83,168 for maintenance, general operations, conferences, travel, and professional fees.

Authorizes carry-forward of unexpended balances from fees and fines generated under Arkansas Code 20-8-103 et. seq. to the next fiscal year, contingent on written justification to the Department of Finance and Administration and reporting to the Arkansas Legislative Council.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of appropriated funds.

Declares an emergency effective July 1, 2016, citing constitutional prohibition on multi-year appropriations and need for immediate agency operation; approved May 3, 2016.
