Establishes maximum of 7 regular employees for the War Memorial Stadium Commission for fiscal year 2016-2017, including an executive director, assistant manager, fiscal manager, marketing manager, office manager, fiscal analyst, and custodian.

Authorizes up to 150 temporary or part-time employees ("Extra Help") as needed at rates of pay not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $898,238 from the Miscellaneous Agencies Fund Account for state operations including regular salaries ($342,138), extra help ($40,000), personal services matching ($110,539), overtime ($1,500), and maintenance and general operations ($404,061).

Appropriates $2,557,396 from cash funds for cash operations including regular salaries ($29,251), extra help ($115,000), maintenance and operations ($629,093), resale and game expenses ($1,025,000), refunds/reimbursements ($130,000), and debt service ($600,000).

Declares an emergency effective July 1, 2016, stating that delayed funding beyond that date could harm the agency's essential governmental programs; approved May 3, 2016.
