Establishes a maximum of 109 regular employees for the Department of Education - Educational Television Division for fiscal year 2016-2017, with positions ranging from AETN Director ($113,184) to Administrative Specialist II at various grade levels.

Appropriates $5,352,733 for State Operations, including $3,646,193 in regular salaries, $8,800 for extra help, $1,178,761 for personal services matching, and $518,979 for operating expenses.

Appropriates $8,056,419 for Cash Operations, including $1,273,375 in regular salaries, $118,693 for extra help, $463,835 for personal services matching, and $5,750,516 for maintenance and general operations and promotional items.

Authorizes 5 temporary or part-time employees ("Extra Help") for State Operations and 46 temporary or part-time employees for Cash Operations as needed at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $181,000 for the "Arkansas Veterans' Initiative" documentation project, with unspent funds to remain in the Educational Television Fund Account for allocation to this initiative in following fiscal years rather than reverting to general funds.
