Appropriates $275,025 to the State Board of Barber Examiners for the fiscal year ending June 30, 2017, including $158,939 for regular salaries, $10,802 for extra help, and $56,084 for personal services matching.

Authorizes a maximum of 4 regular employees: one Secretary (Grade C123), one Inspector (Grade C114), one Administrative Specialist III (Grade C112), and one Administrative Specialist I (Grade C106).

Allows up to one temporary or part-time employee as "Extra Help" when needed at rates not exceeding the Uniform Classification and Compensation Act.

Requires the State Board of Barber Examiners to obtain prior review and approval from the Arkansas General Assembly Legislative Council or Joint Budget Committee before establishing any rules, regulations, or policies.

Prohibits the Board from denying applications for new barber colleges based on geographic proximity to existing barber colleges.
