Appropriates $11,434,559 in state operations funds and $46,015,000 in cash funds to National Park College for fiscal year 2016-2017, totaling $57,449,559.

Establishes maximum of 384 regular employees including administrative, classified, and academic positions with specified salary ranges (President at $159,215 maximum; faculty at $85,186).

Authorizes up to 402 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Amends Arkansas Code to change terminology from "National Park Community College" to "National Park College" throughout multiple sections governing the institution's operations, funding, and governance.

Includes emergency clause making the act effective July 1, 2016, and compliance provisions requiring adherence to state procurement, accounting, budgetary, and fiscal control laws.
