Establishes 12 maximum regular employees for the Alcoholic Beverage Control Division including 1 director, 2 attorney specialists, 1 education analyst, and 8 other administrative and support positions for fiscal year 2016-2017.

Authorizes 1 part-time or temporary employee ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $7,000 from cash operations funds for operating expenses including maintenance and general operations.

Appropriates $886,062 from the Miscellaneous Agencies Fund Account for personal services ($594,398 regular salaries, $3,600 extra help, $193,578 matching) and operating expenses ($89,500 operations, $4,986 conference and travel).

Appropriates $300,000 from the Alcoholic Beverage Control Fund for promotion, education, training, alcohol safety awareness, and enforcement activities, effective July 1, 2016.
