Appropriates $14,351,000 from cash funds for Ozarka College for fiscal year 2016-2017, including $3,150,000 for regular salaries, $275,000 for extra help, $1,850,000 for personal services matching, and $3,500,000 for capital improvements.

Establishes maximum of 219 regular employees across administrative, classified, and academic positions, with the President earning $159,215 annually as the highest salary.

Authorizes up to 100 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Allocates $500,000 for Mountain View Campus Health & Fitness Center architectural fees and construction costs matching from state operations funds.
